About Us

Winfield Hartley, M.D., F.A.C.S.

Dr. Winfield Hartley is a native of Atlanta Georgia. His earliest introduction to plastic surgery was through his uncle, Dr. John Hartley, former president of the Southeastern Society of Plastic Surgeons. When he was fifteen years old, he spent a summer in the operating room observing his Uncle’s procedures. He has been dedicated to the specialty ever since. Dr. Hartley attended the University of Virginia for his undergraduate degree in psychology, and obtained his medical degree from Emory University in Atlanta.

He completed his general surgery training (1997-2000) and plastic surgery training (2000-2002) at the University of Texas Southwestern Medical Center in Dallas, one of the premier programs in the United States. Dr. Hartley went on to pursue additional fellowship training in Aesthetic Surgery in Melbourne Australia (2002) under Dr. Bryan Mendelson. Dr. Mendelson is highly regarded worldwide, as a leader and pioneer in facial rejuvenation surgery. Dr. Hartley completed a second fellowship in Aesthetic and Reconstructive Breast Surgery (2003) in Nashville, TN, under Dr. Patrick Maxwell. During his time there, he co-authored the Breast Augmentation chapter for the definitive plastic surgery textbook.

His interests are in both aesthetic and reconstructive surgery. He has a special focus on body contouring, liposuction, abdominoplasty and breast surgery (breast augmentation, reduction, and reconstruction). He employs several new face-lifting techniques designed to minimize scarring and shorten recovery.

Dr. Hartley is Board Certified in Plastic and Reconstructive Surgery by the American Board of Plastic Surgery. He stays on the forefront of his specialty by attending conferences, seminars, and national meetings throughout each year. He has published articles in several major journals, and presented research at national meetings. “My wife Joy and I moved to Colorado in order to be part of a culture whose focus is on healthy outdoor living. I believe that people want to look as young as they feel. My philosophy centers on providing my patients with a more attractive and healthy appearance by enhancing their own natural attributes. In this way, patients feel better about themselves and the way they look. I find this true for both aesthetic and reconstructive patients.”

Dr. Hartley enhances his local experience in Boulder by spending one week each year on a medical mission trip to an underdeveloped country. There he has the opportunity to restore both form and function to children born with congenital anomalies such as cleft lips and palates.


Justin B. Maxhimer, M.D., F.A.C.S.

Dr. Maxhimer was born in Lake Tahoe and raised just outside of Seattle, but is now proud to call Boulder home. He attended Northwestern University where he received his B.A. in Biology and Biochemistry and went on to Rush Medical College in Chicago. He graduated from Rush with top honors from the Alpha Omega Alpha Society and also was one of a handful of medical students chosen each year for the Howard Hughes Medical Institute Research Scholars program where he got the opportunity to receive world class research training at the National Institutes of Health in Bethesda, Maryland.

Dr. Maxhimer then completed a residency in General Surgery at the Johns Hopkins Hospital in Baltimore, the birthplace of modern surgical training, in addition to a 2-year research fellowship back at the National Institutes of Health. He then went on to complete his Plastic and Reconstructive residency at UCLA Medical Center where he learned both complex reconstructive surgery from some of the world’s leading experts and also cutting edge techniques and subtle nuances of Aesthetic Surgery from the best surgeons that Beverly Hills has to offer.

Dr. Maxhimer is double board-certified by the American Board of Plastic Surgery and the American Board of Surgery. He is also a member of the American Society of Plastic Surgeons and Aesthetic Plastic Surgery. He has published close to 30 peer-reviewed journal articles, most notably including Plastic and Reconstructive Surgery and Annals of Plastic Surgery among other top scientific publications.

He has authored several book chapters and holds a patent on the development of a therapy that helps protect normal tissues and cells from the damaging effects of radiation. He is a member on several surgical societies, has spoken at numerous national and international meetings and has been on surgical missions, most recently to Ghana, Africa.

Dr. Maxhimer has a commitment to patients and takes pride in his caring bedside manner, meticulous attention to detail, and ability to create a natural appearance. He believes that your care should be customized to you and your body as well as your lifestyle, and gets to know all of those aspects before recommending any procedure. He strives for perfection for both his reconstructive and cosmetic patients.

An active CrossFit athlete, Dr. Maxhimer encourages patients to ask questions about their fitness and nutrition to optimize their surgical results. When not in surgery, he loves spending time with his wife, who is a nurse and someone who is a constant reminder of the caring and compassionate side of medicine, his 3 year old daughter, and his young son who is almost a bigger Broncos fan than he is.


Joshua D. Rouch, M.D.

I’m Dr. Rouch, thanks for your interest in Boulder Plastic Surgery. I am committed to helping both my cosmetic and reconstructive patients embrace the best version of themselves, and believe in the role that plastic surgery can play in that journey. I bring compassion, high attention to detail, and devotion to excellence to every case. In doing so, I strive for comprehensive care of my patients – physically, mentally and emotionally. My approach will ensure you feel fully cared for and achieve your desired outcomes.

My upbringing and training have informed my compassionate and attentive approach to your care. I was born and raised just north of Indianapolis, Indiana. As the proud son of a surgeon and a nurse, I admired their dedication to helping others and have been set on joining the medical field from a young age. I spent my undergraduate years at Vanderbilt University studying Human and Organizational Development, setting a foundation of how to work in teams and communicate effectively with others. I then attended medical school at Indiana University where I was inducted into the prestigious Gold Humanism Honor Society given to those who exhibit excellence in clinical care, leadership, compassion and dedication to service.

I moved to Los Angeles to train in general surgery at UCLA, one of the premier academic general surgery programs in the country and was voted most outstanding resident during each of my eligible years. I’m proud to have stayed at UCLA to join the world class Plastic and Reconstructive training program where I was able to hone my surgical skill through training with the country’s most eminent aesthetic and reconstructive surgeons. With such close ties to the aesthetic plastic surgeons in Beverly Hills and West Los Angeles, I developed an understanding of how to critically apprise innovative techniques, devices and materials, and bring that knowledge and skill to Boulder.

In addition, I am committed to ongoing learning and innovation. While at UCLA I spent 2 years as a tissue engineering research fellow within the UCLA Department of Bioengineering, where I was at the forefront of groundbreaking research and device development, even gaining a patent for a novel treatment of chronic wounds. So far I have authored over 25 peer reviewed publications featured in top journals such as JAMA Surgery and Plos One.

I am thrilled to join the BPS team, bringing clinical expertise, intimate knowledge of the face, breast and body, and a warm personality to take the best care of patients in and around Boulder. While not with my patients, you can find me riding my bike, snowboarding, or exploring the outdoors with my wife Mae and our two young and precious children.
